VCM not found on 1999 camaro

I cannot connect my HP tuner to the OBDII port…
    it shows an error
    cannot connect to VCM

I verified continuity to the port from the BUS PCM pin out to #2 on OBDII plug
I verified it is receiving a 12 volt signal. it has power.
    grounds check out ok.
radio fuse check out ok. actually placed a new one there.
HPT plug lights up showing it has power.
check it with a 12v test light and is working as well.

the car currently has a no spark condition I am trying to diagnose as well if that makes any sense. see below about what I have checked

    Im at a loss….
car actually started about 3 months ago. I have not started it and now that a I want to move it to the garage it will not start nor connect to the HPtunner

I have been chasing a no spark condition on my camaro for a while.
I have done a lot of troubleshooting and everything is coming out fine
    things I did

    verified the PCM is grounded
verified the PCM is receiving 12 v
verified its sending a 12v signal to the fuel pump.
new ignition relay, swapped it out with another one already as well
checked the coolant temp sensor. appears intact. I took it out and inspected it as well. no codes can be read bc I cannot connect my HP runners to the car. see below for this issue……...
    all grounds check out ok
    battery fully charged.
coils are receiving power at the plugs on both sides

    PLEASE HELP me…….

could be a vpw chip issue, try connecting your hptuners interface to a similar gen 3 car or truck to see if you have the same issue, if so its almost certainly a obd2 cable or vpw chip issue.
It doesn't have to be perfect, it just needs to be done in two weeks...

Does the MIL turn on during bulb check?
Try a cheap OBDII reader to see if it will connect and pull codes.

Figured it out. I took the pcm to my buddy and hooked it up to his ta. Same deal. Csnnot locate vcm. Hp tuners worked on his pcm w/o issues. I have a bad pcm.
Now. Where can I get a hold of one for a 99 camaro w the A4 transmission?
