Transfering license info from another owner?

Hi guys I purchased the hp tuners from another licensed used in ebay and was wondering if I can register as the new owner?

When I sold my old HP suite I gave the new owner my login and password, he then changed all the account details and made it his own as it's based on the serial number of the Dongle.
