Why is this thing not in PE mode sometimes when it looks like it should be?

Trying to get the PE enable set so that its in PE mode when its making boost, pulled all the TPS enables down to TPS positions (say 45% etc) that Ive seen boost at, but it still hangs out for a second or two before going into PE enrich

for example in from 6300-6400 of the log the first part where it hits load you can see stoich still targeted when tps and map and rpm should be met, and watch the o2s go leaner, till it finally kicks in
