You need to license the vcm enhancement(custom operating system) that has been applied to the pcm(file) in question. Perfectly normal when attempting to use one of our custom operating systems.
It doesn't have to be perfect, it just needs to be done in two weeks...

Vcm enhancement has been licensed for over a year.i have been tuning the same pcm and os and enhancement for over a year so why would it all of the sudden would it be a license problem.also at one point when I was about to flash a file it said I couldn't and a firmware update was to be downloaded.i hit cancel and disconnected and reconnected and flashed it no problem.

Not for this one, you can clearly see that in the screenshot you supplied.

If it is a new PCM then it needs to be relicenced.

Pcm was re licensed a year ago and I have been tuning the same pcm for over a year.if a license is what I need so be it.still doesn't explain why its been tuneable for over a year and all the sudden not. Also any reason why my mpvi will not record?

You may have relicensed the stock operating system a year ago but since you are attempting to now utilize the 2 bar custom operating system you need to license that as well.

I have been utilizing the 2 bar os for the last year on the same pcm.i have multiple tune files showing that and there probly is even a file on here from the same pcm which is the one in the car.ill buy more credits on the 20th and add another license to reenable it and go from there.but at the same time im wondering if theres something wrong with my cable.since day one I have not been able to do standalone recording and last night the issue with the random firmware update.i figured the recording didn't work because of the io input issues I read about with beta.

Nothing wrong with your cable, maybe you are using the wrong file or something, hard to tell since the only thing you've posted is a screenshot, no infolog, no files, etc.
