Your Speed limiter is set at 106MPH
Could you be hitting that?
its main spark PE vs map vs RPM & the power enrich tables only go to 6400
You can not raise any farther, However this should not "shut car off"
It will just use last number and continue.
Re Read you current file to make sure the Rev limiters setting "took"
and besure you are not hitting the Speed limit of 106MPH (set to 255 254 respectively)
If neither of those help then get a log of it happening and post here.
What all mods tuning have been done to veh so far?
There is quite a bit messed in that tune VE and PE AFR etc etc
Do you see anything that will make it stop reving if I floor the car it stops at 6400
under torque Management is it the traction control?? the RPM Min has a max of 2375? not sure

your max trq vs gear table is 0. shouldn't it be at 15,000? the value represents the maximum allowable trq so why would 0 trq be your max allowed?
iirc exceeding the table causes the ecu to just use the last known value so it shouldn't shut off because the axis was exceeded. if you wish try and modify the axis then you can right click the axis in question, go to row(which would be rpm) and select edit. if you can sqew the axis the you would do it there but only if it allows you to. and the airflow table goes to 7000 rpm expect a massive ve re-calibration if it accepts your modified axis.

He has a Manual that's why everything is zeroed out.
You do not have traction control because you have a manual.

would it be easier to fix if I was to record it?
I have a race on Fri and it would be great if this thing would swing 7000
logs do prove useful most the time.
we try to ask for a standard first post if asking for problem solving advice and it requires:
most currently used tune file
log of the tune (during the problem would be best)
list of all engine related modifications to include re-location of components (like maf's on lnf's)
description of problem along with a list of things you have tried.
just keep that in mind for any time you run into a new issue.

I do not see anything in the tune other than the speed limiter that could be holding you back.
Questions:
What injectors, what are the duty cycle when this happens?
What gear?
