quick question about fans in Scanner

My car was getting a little hotter then normal, I decided to check the fans and see if all was well using the scan tool. Enable fan 1 (low) all good enable fan 2 (high) nothing. I have check the harness, relays and fans all check out. I can manually ground the fan at pin 33 high speed kicks on but the PCM is not turing them on when needed. Any advice?

Is the pin secured in the PCM? If you can ground the wire manually, that tells me it has a solid connection to the fans. But if the PCM isn't controlling them like it should, it probably doesn't have an input in that pin

So for now I jumped the signal wire from Fan low relay to fan high relay, When the fans some on they come on full blast. Just a temp solution. I am going to swap out the PCM with another from the same year car. Not try to start it and see if fan high kicks on if it does I think its safe to assume the PCM is bad though this is the only sign of problems
