MAF Tuning help needed

I am new to MAF Tuning and I am using a MAF smoother but I am still having trouble fine tuning it and I am having a funny hic-up. From the best I can tell the engine is consuming more air than the ECU is willing to allow so I need to find the confliction and recalibrate it. If you look through the data log files you'll see the random hiccups where the throttle spikes high and low, high and low, over and over again. Sometimes the throttle just sticks and the vehicle takes off too.

I have been following that thread step by step with no luck.
