ecotec swap in 75 vega issue

OK guys here goes. About 1.5 years ago a guy comes in and has a wild hair to put an ecotec in an old Vega restoration. We talk and I think the thing is a go but winds up he goes elsewhere to have the work done.

He is back now because his mail order tune doesn't perform well. It's not locked so I can get in and manipulate. One problem he has however leads me here because I don't know where to look or start in an effort to correct the issue.

Car starts and runs fine goes down the road ok. Major complaint is that when you shift gears the idle climbs to 4000 then back down when you release the clutch.

    Any ideas?

Engine is from an 06 Solstice.

    Thanks.
