If I reinstall the software (ie reformat the computer and have to reload everything), will the hardware (Hptuners serial cable/box) still save the licenses? Or is there some recovery process?

You would just need to re-enter your App Key

There is no App Key for serial cable interfaces. All the licenses are in the software for that serial cable. You must have the software for that cable.
