the 3.42 gears doesn't help but you have pretty small tires so i guess that cancels out.
    i would start by . . .
-running more timing (match low and high octane tables)
-zeroing out all torque management under "engine"
    -speeding up the enrichment rate
    -lean out PE some
then you should see some smoke.

Electric throttle vehicles have the "bonus" of traction
control which will pull throttle and/or timing on you.

Trucks suffer from too low a burst knock threshold too.

You have to look at what's being pulled and follow that
    to "why?".

I posted a log.. its not that it wont due a burn out but when i stomp the gas at a stop light it wont break loose. The 4.3 i had spun more rubber. I logged a trip through town that includes some stop lights. I find that it runs better if you ease into it.. if you give it wot it seems to have hesitation for a bit then after it reaches a point it wakes up and runs like it should

You never posted a log. You only posted the tune. .hpt files are tunes and .hpl files are logs that are opened with the scanner. It would be helpfull if you posted a log of you trying to burn the tires. That way we can see exactly what the computer is seeing.

You want to log stuff like all the spark retard and advance
component PIDs along with the actual advance. You want
to log actual throttle blade position along with pedal to see
if throttle is being held back.

Showing a log is all well and good, but having it contain
    useful debug data is better.

PE delay RPM and enable torque, set to 0 for starters.

Your timing went to -17 when you went WOT. I would find out why. Log Burst Knock
