New ECU in GTO now it wont start

as the title says, i put a new ECU in my mother's GTO because the stocker was locked by some dingleberry with a handheld tuner i am guessing.

it is an 06 with a maggie 112 and a cam. i swapped a 12243864 for the same from an 06 SSR.

i turned VATS off but still no start. any help?

apparently you need to have a tech 2 and a tis 2000 to initiate the crank position learn procedure.
