This most commonly occurs when the pcm has been poorly programmed previously to where the vcm id number block is corrupted. In these cases the VCM id number will read as yyyyyyyyyyyyyy and no single vcm license will be available. If you have enough credits you should be able to do the year/model or unlimited vcm license so long as the vin/os pair is a valid one.
