Now wee saw that at about 120 mls there is an Speed Limiter.
Can I change this with HPT?

Hard to say, now that GM changed pcm's in them in 2012 to e39 I can't say with any certainty that we'll go backwards rather than continue to move forward as the 2013's will likely be released shortly after we release e39 support.
If I hear when will Dodge be ready one more time...I might do one of these
