Search Russ K's Idle Config and run thru that, sounds like a good place to start...Mod's?
make a histogram to log your OLFA vs Coolant Temp vs MAP table. With a cold start you can see what is doing on as it warms up and adjust it accordingly in the proper cell in that table.
surging is usually running too rich from what I have found.
