Spark Minimum/TqMng(you can see the tab for it in your picture) controls the maximum spark TQ can request to be pulled out, set that table to 0* and it wont pull below zero, set it to 5 and it wont pull below 5*, so on and so forth

Yeah I figured as much, I guess the real question with all of the Torque Management disabled what table is it referencing when timing is pulled and why.

Did you try disabling spark smoothing?

I noticed your High Octane table pretty irregular at the lower RPM and g/cyl. You may want to take another look at it.
