What does the ETC area scalar value represent? Is there a good method for changing it for a larger throttle body? Or is it just some simple math?

simple math, smaller number for a bigger TB.
0.0192 is what I have in for my 90mm. It definitely changes idle characteristics.
ls1tuningguide.com has some great writeups, including a spreadsheet for etc scalar resizing for various throttle body sizes

is this only something you change on drive by wire cars? Or does this need to be addressed on cable driven also?

I thought it was the surface area of the throttle blade in millimeters. Like 4391mm is the value for my stock LS2 Trailblazer. Im not 100% sure though if it is the surface area of the TB blade, or the opening where the TB sits (which is slightly bigger). Maybe someone from the HP team can chime in here.

Porting doesn't usually intrude on the blade bore, so there's no need to change it.

the scalar is used to convert from Desired Effective Area (mm2) to Desired ETC %.
ie.
100% = TB WOT Area x scalar
I count sheep in hex...
