    Strange Fueling Question

I have my car MAF tuned at WOT from 20MPH up and also MAP or VE tuned the same, both which are pretty flat; however when I have both enabled, still in open-loop my AFR is about 8% lean until I get to about 3500-3600RPM. The only thing I can think of is under "Dynamic Airflow / High RPM Disable" is set to 3500RPM; why would this be the cause if both MAF and MAP are flat?
Anyone have an idea why this is happening?

That RPM enable is where it will change from VE to MAF. I would assume (without a log and tune this is all guessing ) that your lean range is an area you aren't tuning the right table for
