02's stuck at 450mv and no fuel trims, whats going on?

Hooked the scanner up to the car today and 02's are stuck at .450 and there are no fuel trim readings?
Just finished a heads and cam swap on 99 LS1 motor. Grounds are all connected, everything is plugged in, just seems like it wont come out of open loop. When using VCM controls to command closed loop the car goes rich and dies.
    Anyone have any ideas?

I would think even if STFT was disabled and your in OL, you would still have o2 voltage variances being scanned if they are still in the exhaust stream and are plugged in.
Flat line to me means the o2s are not reporting or not plugged in.

If they're stuck at 450mv, give or take a few, they're disconnected. Maybe not unplugged, but an issue with the connection. Unplug them and you'll see the same values.

This was correct... there was a problem in the harness, and has been resolved, thanks everyone!

Ran into this issue with a car today, told the customer to unplug the 02's and we had the same issue. It has to be in the harness, will post up as soon as we find something.

02 is either bad, wire burnt on the exhaust, 02's not plugged in. If they stay around 450 constantly its b/c the computer is not seeing them.

    Hi,

I think I solved it even though I havn't really tried it for any period of time yet. My problem was totaly different, had a bad connection in one of the pinks going to the driver side injector and coil bank. Made the engine run on 4cyl and this kept throwing different codes and o2 sensors didn't get readings. So my advice is that if you get any other codes persue those first.

    Best Regards Axel
