98 ls1 SD idle too rich

I have a 98 firebird ls1. when i put the pcm into open loop and fail the maf so i can tune my VE's it runs extremely rich at idle. around 10.8-11 once i raise the rpm up above 1000 or so it seems ok and my AFR error seems to be ok. the mods to the engine are long tube headers/no cats, air lid, cam 212/218 at 114lsa .560 lift. i have looked and searched and can't find an answer to why this would be happening. any thoughts would be great.

hey thanks for the info. it was very good. only thing is I'm not trying to idle tune, just trying to tune my VE's it goe's very rich. but I do apperciate the info .
