98 ecu swapped to 02 gas gauge doesn't read correctly

I Swapped 02 ecu into 98 corvette, Gas gauge reads empty till tank gets down to 3/4 tank. I tried changing ohms but no help anyone have any ideas or have run into this problem. Thanks in advance. Josh

I did the same swap, didn't have an issue with the gauge reading incorrectly, maybe double check the sending wires.
I did have an DTC which I had turn off.

I've had the same issue with fuel level sensors in several trucks. Reads empty when the tank is filled full, but will read correctly after a few gallons are used.
Level sensor fixed it every time.
