Thank you very much for providing some insight.

If I'm understanding what you are saying, I should be able to open both files using the compare function, print out the file comparison summary, and simply apply the custom tune parameters to the stock OEM tune that runs the speedo. Save it and write it and we should be good. Is that correct?

Yep, after learning how to use the compare tool and copying differences, the new tune has everything working perfectly.
