He cannot unlock a pcm YOU locked. YOU must unlock the pcm with your cable.
It doesn't have to be perfect, it just needs to be done in two weeks...

I am the one trying to unlock it. I follow the procedure but we the tries to read it he gets a window saying that the pcm is locked. Is there a step I could be missing?
The unlocking procedure is listed here http://www.hptuners.com/help/vcm_edi...al_details.htm You must use the interface that was used to lock the pcm to unlock the pcm.

That is the same link I used last night. Could there be a missing step?
Instead of doing a write entire for that step by step procedure use the Write Vin/Tunerlock/Vats window under the flash menu so it'll be like this:
- Open the file you want to UnTunerLock in VCM Editor
- Open up the Calibration Details window.
- Press "TunerLock VCM" icon, the status will reflect the new not TunerLock status.
- Select Flash->Write Vin/Tunerlock/Vats (note this is not a risk free operation, frying the VCM is possible using this feature)
- VCM will be reflashed...
- Wait 15 secs for VCM to reset
- Switch ignition OFF for 20 secs to allow VCM to save the changes
- Switch ignition ON for 20 secs to verify
- Switch ignition OFF for 20 secs
- Engine should start and run normally
It doesn't have to be perfect, it just needs to be done in two weeks...
