If anyone run into this on a 2006 TBSS the solution appears to be smoothing up the timing tables. This is from a conversation with another 2006 TBSS owner who had this issue as well.
if you put the tune back to stock, and its still surging, then you have a mech problem. just do that. my 06 tbss runs smooth, and its all bone stock and under warranty
