Showing RPM when off and launch control issue

I am new to HP Tuners and tuning Dodges. When I was at the Drag strip on Friday, I noticed that with my newest tunes, if the scanner is running when the car is off, the scanner is showing 200-300 RPM. Also, my launch control will now not go below 1700 RPM (used to go down to 1200 RPM). Tune is still what I would consider a base tune. I just installed drop-ins, a Comp stage 2 cam, long tubes, and a Paramount 3200 converter. car ran well, but I am curious what could have caused these other changes. Any help would be appreciated.

if would be more concerned with it running into the limiter top of 2nd gear

That is fixed. That was the first time at the track after the work.
