Surging 1.4 turbo Cruze

I have a 2011 Chevy Cruze with 1.4 turbo. I recently decided to bite the bullet and put a ZZ performance 3.1 big wheel turbo, 42lb fuel injectors, Complete ZZ exhaust system, timing chain, replaced cylinder head. I have paid ZZ performance (turbo Tim) for a tune for my car. He originally gave me a tune file that was OK but had some bugs. He then sent me another tune file and after I wrote it in the car runs like S---. Anyway he keeps blaming my car for low boost after 2nd and 3rd write ins and basically told me to pound dirt. I put his original file in and the car is drivable with over 22lbs of boost, but has a bad surge (like wastegate) under mid throttle. I have put my log file in, if someone could point me in the right direction would be appreciated. I have done a little bit of tune myself(not a master) in the past just not on this car.
