Unable to change AFR <= 1600 RPM!?

I working in OL to correct my VE tables after some exhaust work. I can't seem to affect the AFR under 1600 RPM. Its really lean, and I've made big increase in the VE table for the corresponding cells. There seems to be something else controlling the fueling at 1600 RPM and below.

Can someone give me a hand?

I've attached my current tune, along with the first scan and most recent scans. There were about 8 scans and VE updates between the first and last scan with no substantial affect.

In SD the Secondary VE is referenced. Make changes to Primary then copy-with-axis to Secondary.

If you have a secondary VE table you can always update to the 1 bar COS if available and eliminate it.
