3 phasers dont move 1 phaser dose

stage 3 comp cams on a gen 1 coyote.
limited lockouts installed.

intake cam bank one is stuck at -4.9
intake bank 2 is stuck at 1.1

exhaust bank 1 moves as commanded.
exhaust bank 2 is stuck at 22.2

no matter what I set to desired angle only bank 1 exhaust cam follows then sees a fault and goes to 0 as desired the rest stay stuck and never move.

client says it was a limited travel kit.
do you think this limited travel kit accidentally had 3 lockout blocks in it and 1 limited block?
all solenoids are new.

Possibly that, or incorrect install. Likely have to pull them out and see what's going on in there. Or have client get it mechanically sound first.
