LS9 Tune Help

I am trying to get my LS9 to pass emissions. It is modified with E85 and methanol. It has X-pipe w/o cats.
I have "oxygen sensor" and "Evaporative System" coming up as "NotCompleted". I only need one these to pass.
I have researching for a couple of days now and found lots of ideas, but would like a solid plan, if anyone has one.

I am new to this, but looks like a SD/Open Loop tune. Will this show the oxygen sensor as “NotCompleted”. If I can get this this one to pass, I’ll be good.

What state? Are they not doing a visual check for cats? Seems pretty dumb to check the monitors but not do a visual for the cats.

buy/rent a house in AZ or put cats back on
