So you somehow applied the custom OS without realizing it but are also sure that when you did, you flashed it properly. Okay.

Another thing, a no-blinky from the 'noid light can for sure be because the ECM isn't sending a ground, but can also be no-blinky because there's no +12v IGN.

I think you are overlooking something simple yet fundamental, non-tune related. Wiring, missing +12v somewhere, connector pinout changed between the old engine and this one, etc. At some point you are going to have to crank up your diagnostic skills, or pay someone who's got theirs cranked up already.

I know you checked with a noid light, but with a test light and someone else cranking check to see if you have voltage to the injector connectors. If yes. Check the grounds or associated connectors. If no then back track and make sure the fuses are good. If all fuses are good make sure all powers and grounds are present at the ecm. I assume this was running with the previous engine? Are any dtc's set for the injectors or engine systems in general?

    Blind beat me to it.

Wasn't but like 2 weeks ago another guy here with a crank-no start fought and fought and fought and checked everything 14 times and finally discovered he'd removed the INJ fuses before pulling the old engine and forgot to put them back in.

I did this one after the charge.
LOL You're kidding right? The battery is junk dude. Whoever tested it and told you it was good doesn't know how to test a battery.

If it can't maintain high 11 volts on your scanner and crank the engine at 200 rpm the battery is junk.

My bet is that this is another one that turns out to be “all of the above” plus a couple of additional problems. That’ seems to be the case when they don’t take the advice of the experts on here. My bet is the battery gets replaced, additional problems will exist, and he will forever swear the battery was good.
