REP mode issue

Hi, looking to get some hep with the reduced engine power mode.

Did a swap into my Miata using an 09 Pontiac G6 (auto trans) donor. Donor never ran well (couldn't rev past 4krpm, amongst other issues)
First time really using HP tuners so learning as I go, sorry if I'm missing basic things.

Anyways, when the car starts, it revs fine for a few seconds then the throttle pedal doesn't actuate the throttle itself. Noticed the ETC reduced power was a "yes"
Read some other posts but they all seem to reference P0068 or have to do with boost. I'm NA and no P0068 code.

Another annoyance is after revving, the rpms take a while to drop. Not sure what may be causing that.

2.4L LE5. Stock engine, only modification is the intake and exhaust, because of the swap.

Reason for changing was there's no manual tune for my OS. VSS stuck at 158 mph.
Kept the old TCM so might try throwing that on to get it to zero out.
