Ford Focus SE P/N Rev Limiter

Hey all!

As the title suggests, I'm having a hard time tuning out this rev limiter on a 2013 Ford Focus. I've tried the Fuel > DFCO,Cutoff tab, adjusting RPM limits in various gears, adjusting torque limits, but still have not had any luck getting it to rev past 3500 RPM in P/N. Tune is attached to post, really need some help figuring out the culprit here. Normally, the cutoff tab is enough to remove the limiter, but not the case on this car. Any help would be appreciated.
