Reading other vins #s w/o licensing?

Can I connect and read another vehicle's tune that I do not have the license for? I know I can download and view other .bin files from the repositiory and when they are posted online, but what about connecting and reading from a car? I have a .bin file I need to look at on another vehicle and I only have the license for my GTO.

    thanks.

you need to license the vehicle before your intial read.
It doesn't have to be perfect, it just needs to be done in two weeks...

Can we pull a tune from a vehicle to view it and store it in our personnal tune folder without licensing a vehicle?

You can get a VCMInfo.txt log on any vehicle without licensing it though. That doesn't allow you to view it though.
