a boost controller will be a seperate deal.
Ive used a solenoid and a low pressure regulator to add boost to the top of the wastegate. Its simple and cheap.
As a replacement for the stock narrowband sensors, no. As a standalone deal for logging in the HPT scanner only, sure. Many different ways to do that depending on what equipment you have.also can i wire in my wideband 02 sensor for hp tuners to use with the factory pcm
