Take a good look at the VE table in that 4.8 tune you posted. Notice that is has no massive flat spots and it is a pretty smooth transition from any one point on the graph to any other point....
The overall VE table just seems odd to me. That massive flat spot where the values are either exactly the same or very close to the same.
