I have never been able to get the early OS's to work properly after enabling E fans. Even if it's the latest calibration...
If you can find one, Use a Van calibration from the same year. It will be drive by cable application.
You can do a full Flash to the New PCM after you license it to your cable.
You will probably have to go in and change the VIN as well so it will match your vehicle.
