You have a code that is causing this retarding "Safety measure". The E92A ECM logic works differently when engine related codes are detected. It retards the timing!
Just select none to camshaft under Airflow > Variable camshaft.

Your EQ ratios are fluctuating spikes, try adjusting to have it in a linear manner. Moreover, the flex fuel sensor is turned off in the tune, how did you run the ethanol ? Did you enable it before...
Could be fueling, could be too sensitive sensors, multiple variables in fact. However; to narrow down, a log is recommended in this case.

You need to change few tables related to max and min sparks as well as logging the mapped points where the idle falls under, don't forget the idle tab and have your minimum values match the desired...
This should fix your drivability issues.

There's one fix that had been applied to a friend's car, where the nut (that's preventing the full closing) which holds the TB blade had to be unscrewed allowing the blade to be free. That for (him)...
I have swapped this 102 into my Caprice and it did work perfectly. However; when resetting the TB via scanner, power reduced kicks back in.
I suggest to keep the TB and write this file. Good luck

You should never set the Dynamic Airflow High to 200, always keep it in around 4k rpm. Even if you're on MAF tune.
Check your electrical connectors, try forcing the fans to turn off using VCM scanner, if they don't respond it's electrical related. File seems fine

Yes sir, doubling Stoich will alter so many other fueling and airflow tables which will make it a hassle for you.
Keep an eye on the cylinder airmass values tho, they may get changed.
I suggest to return the Stoich values back to stock and re-adjust your MAF and timing. Use the below tables:
