Are these tables populated by values set by the manufacturer, or are they populated empirically while driving?

I don't have an account nor do I have the HPtuners software. Just looking for table data in excel format or data that can be imported into excel, to be used for a little hobby experiment.

Wanted the VE table to play around with it to see if I can create an equation that would produce VE values that match those in existing tables. So I needed a few tables to act as known working...

No, never got it.
I bought a LS1 off the GM corvette line in 2003, but I have never completed the project car. So I have a 7 year old motor that has never turned over.
