It's turned off. You need to fix the janky VVE table.
Biggest problem with setting them any higher than about .6 is setting the TPS zero with key on engine off, then when you start the engine the added voltage from the charging system bumps the voltage...
Your description of how it feels, combined with the data log, do not look and sound like a 3400 rpm converter. It should be much looser than that.
Anyway, here's a screen shot. Looks like most of...
That's why I got this!!!! Muhahahaha!!!!!

FFS how can anyone help without a tune file and data log???? Seriously......
Post what you got.
I know you used to tune for Hendrick.
I'm not talking about setting the idle HIGHER than 950. I'm saying you can't LOWER it.
Same with running different injectors. Not talking about using the...
The idle being locked at 950ish is a widely known issue.
It's been quite a while since I've even messed with one but I remember there being injector data issues that caused fuel trim issues, flat...
Because they suck. There are multiple things hard coded, the idle being the most obvious one.
That PN goes in a bunch of cars. The only V8 car I know of is either a V or ZL1. I flash them all with a V base file just because that's what I base them on. So if you buy that PN off Ebay from...
I buy them off Ebay a lot. I do my own GM programming so that makes them cheap. I also have a local resource and I buy them 4-5 at a time when available, cheap. I sell them so let me know if you need...
There are hard limits on several things in them. I've been shit canning them for years. I have a stack of E67s all flashed with my "canned" speed density file for their LS3s. I just swap them out.
First question would be, you did a write entire after disabling VATS?
FWIW, I routinely replace the GMPP E67s with later CTSV controllers. I'm not sure if the early ones aren't wired slightly...
My favorite response from people posting looking for help ---> "Nah, that ain't it!!" LOLOL See it almost daily.\
Fuel trims aren't working. It's overly rich at idle. Narrowbands are roughly...

Here we go again.......
Oh shit Robert got him a crystal ball y'all LOL

No offense but, if your tuner couldn't figure it out before, might be time to find a new one.
If it's making the seal whistle there's no crankcase air "in". Simple as that. It's drawing vacuum on the crankcase. It's pulling air past the seal. That's what makes it whistle.

Hang on, I got this.
Need to calibrate the speedo either on a dyno or using GPS on your phone. Can't look at a log and tune file and know if it's correct.
You need to raise your fan temps. This isn't 1967 and you...
If vacuum is causing a seal to whistle then there is no crankcase air "IN".
Looks dead lean most of the time. Long term trims are constantly +25%. O2 waveforms look strange. Idle timing control is totally screwed need to put the over/under tables back to stock. you have it...

VVE is completely jacked. Easy fix. Put it in speed density and dial it in.
It's not idling, ever. The TPS % is over 1% which means it thinks it's off idle and at some point the adder tables kick in. Need to adjust your TPS and/or throttle blade so it idles at .5 volts, then...
Derp. You're correct.
