Yep went back to 2.22, loaded my original base tune and completed a write cal.
Recovery process started and completed, which allowed the pumps to start but the car would not....

Windows 7 for sure...I have Win 7 on 2 different laptops and a Netbook with the HP tuners software (2.22 and betas) installed, all work great.

Yep larger injectors...anything over 95% duty cycle is time for an upgrade.
You may want to visit your fuel system as well.
Try a registry cleaner like CCLeaner
I would try installing a second time and use the repair install if you get that option.
