New throttle pedal and the problem is fixed.

When I start the engine it idles fine. The problem happens the moment that you press on the throttle. RPM's raise to 1500-1700 and won't return to the commanded rpm. Shut if off and start it idles...

Just as a follow up 7's on the programming and 8cyl setting on the tach seems to be right on +/- 25 rpm compared to the scanner.
