Lower your PE enable TPS down into the teens.

Check your spark advance. Cat light off spark and piston slap spark tables.
Not exactly what you're looking for but I found this interesting

You don't need to be commanding 11.7 for PE on an NA car.
Setting Boost Enrichment to 1 won't do anything. The PCM will use the richer of the PE and BE tables.
If you have a vacuum/boost referenced regulator, you need to flat line your IFR table. Set the...
Lower your PE enable TPS way down. You're hitting boost and still commanding stoich.
Utilize the Boost Enrichment feature in the SD operating system.

Pics work for me.
The diesel MAF sensor is voltage based. As far as I know all others are frequency based. You'll have to make some sort of adapter to make your sensor work in that airbox.
Knock your PE Enable TPS down. Utilize your Boost Enrichment fueling. Spark maps are horrid.
Post the scaled tune.
PE Enable TPS is way too high. Lower it down into the teens and raise your enable MAP.
What injectors are you using?
Any chance the Cleaning Procedure works on the Allison 6 speed?
Have a read. You'll find it useful.

PE delay RPM and enable torque, set to 0 for starters.
Raise your PE Enable MAP.
If I were you, I'd take advantage of the Boost Enrichment feature also.
Log
ETC Area Scalar needs to be raised to around 7300
PE Enable TPS is too high.
I'd zero out PE Delay RPM.
Why is your Stoich value set at 14.97? and I hope you're not tuning this thing by...
Overspeed Coast being positive?
It goes rich because you're at the injectors minimum pulse width.
Here's two. Try using the closed loop enabled tune first to get you going.
Get a log of it idling that shows IPW.
Post a log, latest tune and a config. Make sure you're logging IPW.
1 lambda = Stoich. Numbers less then 1 are richer, greater than one are leaner.
It gets a little confusing because GM works in EQ ratios where numbers more than one are richer and less than one...
