Looking for information to purchase. What am I missing?

I was told that I can download the GM tune that would come with their GMPP LS3/ 525 crate engine here. Since I bought the ECM separately I am looking for this as a solid starting point to tune on.

Yes have to buy it separate. Why would it have to be programmed by a dealership? Seems like someone could just throw a super basic tune on it and go from there?
