If your commanded afr is oscilating while in closed loop you have issues and this will not fix it.

Gotha. The flat lining is not a problem. That's normal. It's deceleration enleanment or deceleration fuel cutoff.
You get KR during deceleration?
If you want to increase your fuel economy lowering your afr is not the way to do it. You want to raise it.

I always set my MPH low so it's controlled by RPM. I think you have to hit the MPH first before it looks at the RPM.
Unless the Grand Am is different than the Grand Prix I don't think that scale is right on the offset vs ignition voltage.

Get a wideband, tune your MAF table to match your command AFR, then either adjust fueling or timing till your knock free.

You should be in fuel trim cell 3 or 4, your STFT's should be zero and you should be commanding your PE Air Fuel Ratio.
Try increasing it a little right before you enter PE. What do your 02's look like?
