Sounds like you have too much timing variation in those cells and the computer can't hold a steady continuous timing thus it's surging.
The intake sits on top of the radiator and the sensor is in a silicone tube in between the radiator and throttle body. So it gets heated up real quickly when sitting still.
I haven't had a chance to mess with the bias table yet as I'm away for the long weekend, but I plan to try upping it soon and see if that does anything.
