No, it's a slug that installs in the cam gear that limits cam retard to 4 degrees.
Ask your mechanic again. Seems like most of BTR cams recommend the 4 degree limiter, not a big deal either way, but will matter if the ECM think the cam is moving and it shouldn't be.
