I installed long tube headers and deleted egr. On a cold start the car idles rich at about 12.6 and after a minute of idling it goes back to its normal 14.7 at idle. Trying to tune it to stay at 14.7 at cold start. Any help is appreciated.

post the calibration
Is this not normal? I know it's a touch rich. I would think you would want it somewhere in the 13's cold, but it does this to "act" like a choke did on carbs...
Guess we need to know exactly what your after. That's all. I know you stated you want it to run 14.7, but.......
It only happened in open loop but I ended up changing my open loop EQ ratio all to .81 and now it's at 14.0 in open loop. I'm gonna mess with it a little more when I get home.
Before I removed the egr system and AIR pump it would go to 18.5 in open loop to heat everything up but since I eliminated the air pump is been doing that.
Your motor was still running that rich with the air pump installed. The air pump was pumping air into the exhaust to counter react the rich condition on start up to reduce emission.

^ and to light cats off quicker....
When the pump was on it ran fine. It's when I removed the air pump the car would run really rich but I corrected the problem and it stays in the 14s at idle whether it's cold or warmed up
why not '0' out your EGR airflow table rather than commanding a leaner OL EQ?
