My car starts rich and goes lean as it warms up in open loop. It starts around 10.5 and ends around 15.4 after good heat soak. But when it up to temp at first it runs around 13.5 . If this is normal when do i tune it . Do i tune it when motor up to temp or after it gets heat soaked.

Tune it for the condition you'll be in most of the time, which is usually normal driving around. Heatsoak is a temporary condition that only lasts a minute or two, it's ok for it to be a little lean then, I think everyones car does that to some extent.
Or you could enable.. **GASP**.. FUEL trims, and let them do what they were designed to do and make adjustments for you in cases such as heat soak..
