E78-Immediate Engine Torque Cmd

I was playing with some of the torque command pids today. I noticed that the immediate engine torque command closely followed the Engine Torque pid even if the max torque and predicted engine torque command were above it.

From the E78 Guide immediate torque's are fuel and spark pull related. Is the Immediate engine torque cmd limiting total engine output? When I logged the source of the immediate engine torque cmd it was none. It did not seem like anything was being limited.
