A lot of the time simply because it's hard to get the torque model close much less right for the cam change, you can wind up with decel tcc issues, which is why so many recommend licensing it too. It's not 100% necessary, but easier if you can. The newer 10speeds for example really requires it as they can lock the tcc up even in 1st gear.
Makes sense does this hold true if the customer is requesting it turned off in the tune but no mechanical change(no cam or lifters change)
No, you can just turn it off without a worry if you are only doing that.
I would leave it in the higher gears as that can fry the trans on a long drive. You can essentially kill a trans in 600 miles not having the tcc at all.
A 2017 should still be just an 8 speed. I haven't heard of anyone having issue just turning off the DoD on those.
